Norway Holds Its Tongue About Alleged Military Presence in Syria

Last weekend, Mid-Eastern sources claimed Norwegian soldiers had entered Syria from Iraq’s Anbar province. This was neither confirmed nor refuted by Norwegian defense officials.

The Arab websiteย AMNย quoted Iraqi officer Shakir Abid, who claimed the Iraqi government had allowed the Norwegian soldiers toย cross the country’s border, the idea being that the Norwegians should join the American and British forces already inย Syria againstย the will ofย Syrian authorities.

Also NRT News fromย Iraqi Kurdistan reported that Norwegian forces were inย Syria, quoting Shakir Abid who claimed that the Norwegians had been tasked withย the protection ofย the Syrian side ofย al-Tanf border crossing.

The Norwegian Ministry ofย Defense would neither confirm nor reject this claim, which prompted Geir Ulfstein, a professor ofย Justice atย the University ofย Oslo, intoย demanding clarification fromย the Norwegian government toย dissolve allegations ofย the breach ofย international law, the Norwegian daily Dagbladet reported.

“The Norwegian forces are part ofย Operation Inherent Resolve. For the sake ofย the security ofย our own troops and inย accordance withย the coalition’s media policy, we will neither provide the details ofย the operation nor any other information ofย the operational nature,” Defense Ministry press officer Ann Kristin Salbuvik said.

Defense Minister Ine Eriksen Sรธreide claimed the right toย self-defense, “as stated inย Article 51 inย the UN Covenant,” toย be the only valid reason forย sending soldiers toย Syria inย an email toย Dagbladet. However, her statement did not help disperse the clouds ofย doubt aroundย Norway’s alleged presence inย Syria.

According toย Arne Overrein, a professor ofย philosophy fromย the University ofย Arctic Studies and the author the book “The Fight forย International Law,” it is more thanย doubtful that Norwegian soldiers have entered Syria.

“According toย international law, one should not participate directly or indirectly inย an internal conflict inย another country. Norway is formally inย the area toย train people fighting againstย Daesh, butย these happen also toย be the people who fight President Bashar al-Assad. In this case Norway is involved inย what is basically a civil war and supports rebels againstย a regime we still recognize politically,” Arne Overrein told the Norwegian newspaper Klassekampen, alluding toย the fact that Norway has not severed diplomatic ties withย Syria. Overrein added also that it would imply a risk ofย escalating the conflict.

About 60 Norwegian soldiers are currently involved inย training Iraqi government forces inย Anbar province, butย according toย Ine Eriksen Sรธreide do not participate inย combat. Another 60 Norwegian soldiers are stationed inย Jordan asย part ofย the US-led coalition againstย Daesh, where they train and assist Syrian rebels withย advice and operational support. The Norwegian Defense Ministry would not divulge what exactly militia groups benefit fromย the training. In June 2016, the Norwegian government green-lit the potential dispatch ofย Norwegian troops toย Syria, which was opposed byย the Progress Party, the Center Party and the Socialist Left Party.
