Algeria-Mauritania: Ratification of the Executive Protocol Relating to the Tindouf-Zouerate Road Project

The executive protocol for the implementation of the memorandum of understanding signed between Algeria and Mauritania for the construction of the land road linking Tindouf (Algeria) and Zouerate (Mauritania), was ratified by a presidential decree published in the Official Journal no°8.

This is Presidential Decree No. 23-68 of February 7, 2023, ratifying the executive protocol between the Government of the People’s Democratic Republic of Algeria and the Government of the Islamic Republic of Mauritania on facilitation and exemptions for the implementation of the project. of the land route linking Tindouf (Algeria) and Zouerate (Mauritania), signed in Nouakchott on September 14, 2022.

This executive protocol aims to implement the provisions of the memorandum of understanding between Algeria and Mauritania for the construction of the land road linking Tindouf (Algeria) and Zouerate (Mauritania), signed in Algiers, on December 28, 2021, during the visit made by the Mauritanian President, Mohamed Ould Cheikh El-Ghazouani, to Algiers, at the invitation of the President of the Republic, Mr. Abdelmadjid Tebboune.

Thus, under this protocol, the two parties undertake to grant all the regulatory, administrative, fiscal, and banking facilitation necessary for the transport, customs clearance, and transit of construction materials, including geotechnical samples, equipment, equipment and consumable products to be used in carrying out this strategic project.

The two parties have agreed, through this document, to create the appropriate regulatory, tax, administrative, and security conditions for the construction of this road.

The Algerian party is required to identify and submit to the Mauritanian party the list of products necessary for the construction of the road as well as the road execution studies for their approval by the joint committee.

For its part, Mauritania is responsible for ensuring the safety of the sites, people, and goods mobilized for the realization of this project, stipulates the text specifies that the Mauritanian government undertakes to contribute to the realization of the project, in particular by the definition of the route of the road, the granting of authorizations, the supply of construction materials and aggregates, as well as the provision of all technical, geological, topographical and geotechnical data.

The sectors concerned by the road in the two countries are responsible for ensuring the coordination and the proper execution of the commitments made within the framework of this executive protocol, and for the coordination in the field of training and employment in construction sites.
