Morocco on the Way to the Digitalization of Judicial Procedures

In Morocco, digital has been on the political agenda for a long time. Thanks to various agreements and partnerships, the country plans to digitize all public services by 2025.

Abdellatif Ouahbi, Minister of Justice, and Ghita Mezzour, Minister Delegate in charge of Digital Transition and Administrative Reform, signed on Friday, July 22 in Rabat a memorandum of understanding relating to the pooling of various digital platforms in the service of the Ministry of Justice. As part of this agreement, Ghita Mezzour will ensure that the Ministry of Justice uses the various participatory digital platforms.

According to the Minister of Justice, “The digital transformation of the ministry is a strategic project which aims to provide users with accessible digital services. In the coming months, the ministry will ensure an overhaul of the websites and the digitization of justice services”. He also recalled that the acceleration of digitization goes hand in hand with the management of data and their exchange in a secure manner for the good and the acceleration of procedures for the services of litigants.

Through this memorandum of understanding, the Ministry of Digital Transition and Administrative Reform will provide technical assistance in the design and implementation of digital projects of the Ministry of Justice, in accordance with Law No.°55-19. The two ministries will also share experiences in the areas of digital and human resources skills development.

This acceleration of the digitization process is part of the Maroc Digital 2020 strategy, now Maroc Digital 2025. Launched by the government in 2016, the strategy aims to reduce the digital divide. At least 50% of administrative procedures must be digitized and at least 20% of Moroccan small and medium-sized enterprises (SMEs) must be connected to the Internet.

For the Minister Delegate in charge of Digital Transition and Administrative Reform, the new development model (NMD) in Morocco considers the digitization of public services as ” a means of economic, social and territorial integration”.
