The new Morocco-Russia fisheries agreement adopted by the Foreign Affairs Committee

AN AGREEMENT THAT PRESERVES THE RESOURCE

The text of the agreement lays down the conditions for fishing vessels flying the Russian flag in the maritime areas of the Atlantic coast in which Morocco exercises its sovereign rights and/or which are subject to its jurisdiction.

The Committee for Foreign Affairs, National Defense, Islamic Affairs, and MRE adopted, Thursday, April 8, 2021, the bill approving the Morocco-Russia fisheries agreement.

Signed on September 14, 2020, in Rabat and October 14, 2020, in Moscow, this agreement defines the principles of cooperation in the preservation and exploitation of fishery resources in the Exclusive Economic Zone of Morocco (EEZ). The text lays down, in particular, the conditions for fishing vessels flying the Russian flag in the maritime areas of the Atlantic coast in which Morocco exercises its sovereign rights and/or which are subject to its jurisdiction.

The authorized quota is 140,000 tonnes of pelagic fish during the term of the agreement, of which 23% is sardines and sardines during the first year. This quota is reduced according to the situation of resources, determined by the INRH.

This new 4-year agreement is the eighth of its kind since 1992. It establishes the legal framework allowing a fleet of 10 Russian vessels to fish for small pelagic species in Moroccan waters beyond 15 miles nautical.

The activity of Russian vessels in Moroccan waters offers work opportunities for Moroccan fishermen at the rate of 16 sailors per vessel at all times. A joint commission, which will meet before the start of fishing activities, will establish the technical provisions and financial arrangements for the implementation of the agreement.
