Bill on funding infrastructures through public-private partnerships being elaborated

ALGIERS- A new bill on the funding of infrastructure projects through public-private partnerships is being elaborated, announced Wednesday in Algiers Minister of Public  Works and Transports, Boudjemaa Talaï.

This new mode of financing the projects represents an alternative solution to ensure the sustainability of development in Algeria, Talai told a press briefing on the sidelines of the opening of the 14th International Exhibition of Public Works (SITP).

The main objective of this mode is to collect the financial resources for the execution of public infrastructure projects, mainly from the Algerian private or public operators, who will benefit from the revenues generated by the infrastructures exploitation, an official at the ministry explained.

This new bill will thus organize the relation between the different contractual parties and set up the legal instruments required for the success of financing mode.

“We no longer can count on the public spending,” said the minister.

“The public authorities have put in place mechanisms and introduced incentives to favour another approach to the development of the sector with greater involvement of the national and foreign operators in the financing, construction and management of large infrastructures as part of a rational economic approach and a win-win partnership,” the minister concluded
