Moreover, this case takes us back to 2016, when the investigations into the alleged illegal payments to the Algerian authorities and public officials, as well as their families, as part of two works contracts for the construction of the salting plant, began souk Tleta water (Tlemcen), for an amount of 250 million euros; and the Ouargla tramway, at a cost of 230 million euros.

“It is clear that the purpose of the organization created was, on the one hand, to obtain contracts abroad (in this case in Algeria)”, said the Spanish investigating judge. thus, the same source claimed that a network of fictitious companies was used to justify the fake execution of the contracts, through false invoices.

this organization would be composed, according to the judge, of former heads of pp Gómez de le serna and of Arístegui and the group directors Elecnor Germán Junquera Palomares and Ramón López Lex. the examining magistrate stressed that various executives of the Elecnor group “made arrangements to obtain, maintain and modify public contracts in Algeria by paying commissions to authorities and public officials”.
