Several candidates for the presidential election of September 7 filed their candidacy declaration files on Thursday at the headquarters of the National Independent Authority for Elections (ANIE) at the Palais des Nations (Algiers), where the operation will continue until midnight.
Equipped with their signature subscription forms, the candidates for candidacy paraded all day at the ANIE headquarters, where they were welcomed by the president of the body, Mr. Mohamed Charfi, before submitting their candidacy declaration files for the presidential election of September 7.
These are the candidates for the candidacy Mr. Abdelmadjid Tebboune, Mr. Abdelaali Hassani Cherif (Movement of Society for Peace-MSP), Mr. Youcef Aouchiche (Front of Socialist Forces-FFS), Mr. Tarek Zeghdoud (Algerian Rally Party-RA), Mr. Chaabi Salem and Mr. El Abadi Belabbas.
The ANIE recalled that “the declaration of candidacy for the Presidency of the Republic results from the filing of a registration request with the President of the ANIE by the candidate himself against submission of a receipt”, and this, “by the provisions of Article 87 of the Constitution and Articles 249, 250, 251 and 253 of Ordinance 21-01 of March 10, 2021, relating to the organic law relating to the electoral system”.
“The declaration of candidacy must include the name, first name, signature, profession, and address of the person concerned, accompanied by a file containing the documents contained in the aforementioned articles,” specified the ANIE.
By the organic law relating to the electoral system, the candidate must present either a list containing at least six hundred (600) individual signatures of elected members of communal, wilaya, or parliamentary popular assemblies and distributed at least across twenty-nine (29) wilayas or a list containing at least fifty thousand (50,000) individual signatures of voters registered on an electoral list.
These signatures must be collected across at least twenty-nine (29) wilayas. The minimum number of signatures required for each of the wilayas cannot be less than one thousand two hundred (1,200).
The Independent Authority shall rule on the validity of candidacies for the Presidency of the Republic by duly justified decision, within a maximum period of seven (7) days from the date of filing of the declaration of candidacy.
The ANIE transmits to the Constitutional Court its decisions relating to the candidacies accompanied by the candidates’ files within a period not exceeding twenty-four (24) hours, from the date of the announcement of its decisions.
The decision of the Independent Authority shall be immediately notified to the person concerned. In the event of rejection, he or she may lodge an appeal with the Constitutional Court within a maximum period of forty-eight (48) hours following the time of notification.
The Constitutional Court validates, by decision, the final list of candidates for the election of the President of the Republic, including appeals, within a maximum period of 7 days from the date of transmission of the last decision of the Independent Authority.
The withdrawal of the candidate is neither accepted nor taken into account after the validation of the candidacies by the Constitutional Court, except in the case of serious impediments legally established by the Constitutional Court or in the event of the death of the person concerned. A new deadline is opened for the submission of a new candidacy. This deadline cannot exceed the month preceding the date of the election, according to the organic law.
Once their application files have been validated, candidates begin to present their electoral programs during the electoral campaign, which is declared open twenty-three (23) days before the election date and ends three (3) days before the election date.
