“This bill reflects achievements of the national health policy and universal innovations in the health area,” said the communiqué of the Council of Ministers.
As regards healthcare policy, the bill “provides for strengthening access to healthcare, particularly for the needy, and the establishment of a healthcare e-card and an e-file for each patient, who will also be entitled to have a medical consultant,” the same source said.
The new bill also provides for drawing up specific health programs for some diseases or patient categories, rules governing transplantations of organs, tissues, cells, and assisted procreation, as well as cloning prohibition.
As for the public health system, the bill “targets a new organization integrating the medical consultant, homecare, the establishment of a care and homecare, as well as the establishment of a public health facilities assessment and audit system while strengthening control and inspections.
Moreover, the bill “provides for the cancellation of complementary activity, the mutualization of human resources and equipment, in addition to the development of twinning and sponsoring between healthcare facilities,” the communiqué pointed out.
Furthermore, the bill states that “support must be provided to the private sector as public service missions will be entrusted to private healthcare facilities on the basis of specifications.”
Regarding the regulation of the national health policy, the bill provides for the creation of a National Health Council, in addition to a national committee for prevention and fight against NCDs and the establishment of national, regional and local health programs.
