Morocco: Government Emphasizes Digital Transition in the Public Sector

The government emphasizes the digital transition in all sectors and public establishments, based on its conviction that it constitutes a lever for economic and social development, said the head of government, Aziz Akhannouch, on Wednesday in Rabat.

In a press release published at the end of the first meeting of the National Commission for Digital Development, Akhannouch stressed that the executive is convinced that the digital transition contributes to establishing the kingdom as a regional digital hub, in application of the royal directives calling for to accelerate the pace of digitalization in order to bridge the digital divide with advanced countries and benefit from the fruits of the digital evolution that the world is experiencing.

During this meeting chaired by Akhannouch, the general orientations of digital development, Maroc Digital 2030, were presented, which are in line with the royal vision calling for taking advantage of digital development, in particular by encouraging young Moroccans to develop Moroccan digital solutions meeting needs and contributing to the creation of job opportunities.

After recalling the main achievements made by the kingdom in the digitalization project, as well as the participatory approach implemented for the development of guidelines in this area, materialized by a series of regional consultative meetings with the various players in the sector digital, the Minister Delegate in charge of Digital Transition and administrative reform, Ghita Mezzour, presented the main directions of digital development, Maroc digital 2030, which are structured around two pillars.

The first pillar concerns the digitalization of public services, which aims to accelerate the rate of digitalization of public services by ensuring their quality, through a methodology centered around the user, whether citizen or business.

As for the second pillar, it addresses the injection of new dynamics into the digital economy to develop Moroccan digital solutions and create value and jobs. This pillar is structured around three main axes which are the development of the offshoring sector, the building of an ecosystem dedicated to developing companies, and support for the digitalization of small and medium-sized businesses.

Three essential foundations articulate this pillar, namely digital talents, through the training of a greater number of young skills in the different areas of digitalization and information technologies through university and professional training, at the level programming schools, and through requalification programs, ensuring that these training courses match the requirements of the job market.

The second foundation concerns “cloud computing”, the development of services that remain necessary in order to meet the expectations of the public and private sectors, while the third consists of coverage in telephone and internet networks, by emphasizing covering all rural areas with an internet network and mobile telephone network, ensuring the strengthening of the implementation of fiber optic networks and adopting 5G technology in the medium term.

This meeting was an opportunity to recall the importance of artificial intelligence, its significant presence among the general directions of digital development – Maroc Digital 2030, and the possibilities it offers for improving the quality of services. public, in addition to the prospect for our country to become a developer of artificial intelligence, underlines the press release.

Taking part in this first meeting of the National Commission for Digital Development was the Secretary General of the Government Mohamed Hajoui, the Minister of Economy and Finance, Nadia Fettah, the Minister of Economic Inclusion and Small Business, of Labor and Skills, Younes Sekkouri, the Minister of Industry and Trade, Ryad Mezzour, and the Minister of Higher Education, Scientific Research and Innovation, Abdellatif Miraoui.

Also present were the Minister Delegate to the Head of Government in charge of the National Defense Administration, Abdellatif Loudiyi, the Minister Delegate to the Head of Government in charge of Investment, Convergence and the evaluation of public policies Mohcine Jazouli, Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform Ghita Mezzour, as well as representatives of the public and private sectors, professional organizations and experts, members of the commission.
