Morocco: Call Centers Concerned Over French Law Banning Unsolicited Telemarketing

On May 21, 2025, the French Parliament passed a law banning unsolicited telemarketing, set to take effect in August 2026. This legislation raises significant concerns in Morocco, where approximately 800 call center companies employ around 100,000 people, primarily in small businesses specializing in telemarketing. Operators, working side by side at small desks, make continuous calls, mostly targeting France, with 100% of their activities focused on telemarketing.

The adoption of this French law has sparked worry within the industry. โ€œWeโ€™re directly affected because our work involves cold calling. We contact clients to offer changes to their electricity and gas supply contracts as an energy comparison service,โ€ explained the production manager of one company.

Fear of Job Losses
With the new French law, the manager fears the loss of all 160 jobs at her company. โ€œThis will have a real impact on production and new hires. If the law is enforced, we could lose everything,โ€ she added.

Proposed solutions include creating large databases and obtaining customer consent to be contacted via a simple online click. Ayoub Saoud, secretary of the UMT unionโ€™s call center federation, warned that thousands of jobs are at risk. โ€œCall centers that rely solely on telemarketing and lack diversification will be forced to close, leading to layoffs,โ€ he stated.

Industry leaders are optimistic about finding solutions to avoid penalties. The French law will take effect in August 2026, giving the sector time to adapt.
