Modernization of Public Finance Management: Launch of the First Phase of the Integrated Budget Management System (SIGB)

The Ministry of Finance announced on Friday the initiation of the first phase of the deployment of the Integrated Budget Management System (SIGB) as part of efforts to improve and modernize public finance management.

A strategic meeting to mark the launch of this first phase was chaired on Thursday by Finance Minister Laaziz Faid at the ministry’s headquarters, according to a ministry statement.

This project aims to modernize public finance management by initially integrating the SIGB into four key departments of the ministry:

  • General Directorate of Customs (DGD)
  • General Directorate of Treasury and Accounting (DGTC)
  • General Directorate of Budget (DGB)
  • General Directorate of Taxes (DGI)

The ministry teams, supported by the team from the Project to Support Public Finance Management and Domestic Resource Mobilization in Algeria (PAGFAL), presented the system’s technical architecture. This architecture “is structured around an advanced infrastructure with certified servers, ensuring optimal performance and enhanced security for financial data.”

The functional scope includes revenue operations (fiscal, customs, and estate) and expenditures, covering all phases of budget execution: commitment, service performed, settlement, ordering, and payment.

A live demonstration of the system and its various functionalities was also conducted, showcasing its effectiveness and precision in executing financial transactions.

“The SIGB, central to the modernization of public finances, addresses goals such as strengthening budget discipline, optimizing the use of public resources, enhancing transparency and efficiency of public services, and improving the business environment,” according to the ministry.

It will also allow for better management of public budgets based on accrued rights, securing financial data against increasingly sophisticated threats, and providing seamless integration between information systems, which will facilitate the execution of public revenues and expenditures, the statement adds.

The ministry indicated that the progressive deployment of the SIGB would occur in several stages, eventually including other structures and ministries:

  • The first phase will focus on integrating all departments of the Ministry of Finance.
  • The second phase will extend the system to the Ministries of Education, Higher Education, Agriculture, and Public Works.
  • The third phase involves complete generalization to all public administrations by 2027.

The statement notes that “the SIGB has been hosted on the Ministry of Finance’s DATACENTER, a modern infrastructure certified as TIER 3, ensuring high availability, optimal security, and scalability to meet the growing needs of the administration.”

This initiative reaffirms the Ministry of Finance’s commitment to “modernizing budget and accounting management processes, enhancing efficiency, transparency, and performance in public finances,” the communiquรฉ concludes.
