Livestock Feed Imports to Morocco: Russia Adapts to the Kingdom’s New Requirements on Quality Control

Due to these new requirements, Russian authorities are asking Russian exporters to adapt their products to Morocco’s new requirements in order to continue supplying the Moroccan market.

Moroccan authorities are updating the country’s legislation in the field of quality control, safety, and labeling of animal feed produced in Morocco and imported, the Russian Export Center reports.

“In early December, a new government decree comes into force, setting new standards in this area. Due to these innovations, Russian exporters will have to adapt their products to the new requirements to continue supplying animal feed to Morocco,” the Russian institution’s statement said.

Information on Morocco’s new requirements is available on the Russian Center’s portal “Market Barriers and Requirements Navigator.” 

A section on the Russian institution’s website has been set up so that Russian exporters can adapt their products to the new requirements.

 “To receive detailed advice on changes in Morocco’s requirements in this area, as well as on adapting products to the new rules and obtaining conformity documents, Russian companies can contact specialists in the field of certification and export of the REC,” the statement said. 

The necessary assistance can be found on the Russian digital platform “My Export”.

In July this year, the Committee on Sanitary and Phytosanitary Measures of the World Trade Organization (WTO) was informed about the upcoming changes. 

The new document defines the main types of feed for farm animals. The concepts of “feed materials” and “feed additive” have also been clarified. 

Requirements for the composition of feed are indicated, in particular a list of components whose use is strictly prohibited and highlighted. 

The resolution also obliges exporters to monitor the compliance of exported products with the new requirements and current food safety standards. Detailed information on quality control, safety, and labeling of feed on the Moroccan market, as well as original documents, are available on the Barriers and Market Requirements Navigator portal.

In August 2024, the Ministry of Agriculture, Maritime Fisheries, Rural Development, Water and Forests of the Kingdom of Morocco also presented two draft regulations concerning the regulation of the animal feed market.

“One of the projects clarifies the procedure for registering additives used in the production of feed for farm animals, while the other establishes the procedure for drawing up and publishing a list of raw materials for animal feed and technological processes for its production,” Russian authorities say. 

Registration of additives is carried out based on an application submitted by the manufacturer, importer or distributor to the National Authority for Food and Drug Safety of the Kingdom of Morocco (ONSSA) per the approved model. The application is accompanied by a file, which consists of an administrative part, which allows identifying the applicant and the place of his activity, as well as the origin of the product in case of import, and a technical part, containing information on the identification, efficacy, and safety of the additive.
