The bill “on the legal use of cannabis” in Morocco is about to be adopted by the Government. Immediately after its adoption, a license will be required from anyone interested in its culture.
In addition to the license, the peasants will be required to form a cooperative, reports Aujourdhui Le Maroc, which specifies that this legalization finally does justice to the peasants. While organized networks garner more than 128 billion DH, farmers only have 4.5 billion DH. In addition, this bill could have a positive impact on certain regions on the socio-economic level.
According to the bill, peasants must be of Moroccan nationality and have the majority to obtain a license. They must also “reside in one of the douars of the provinces fixed by decree”, “engage in specially created cooperatives”, “be the owner of the plot intended for this purpose or have obtained the owner’s permission […] , or a certificate issued by the local administrative authority ”.
For Indian hemp processing and industrialization companies or approved export companies, they will need to have a sales contract. According to Article 10, all deliveries must be made in the presence of a committee composed of representatives of the Agency, the relevant local and security authorities. Minutes are drawn up by the Agency’s representatives. A national agency will be created to regulate the sector.
Furthermore, the text does not provide for the marketing, export and import of Indian hemp and its processed and industrialized products, except for medical, pharmaceutical and industrial purposes.
