Economic Cooperation Between Algeria and Qatar Enters a Decisive Phase

Economic cooperation between Algeria and Qatar is entering a decisive phase, characterized by significant diversification of investments and a mutual commitment to strengthening strategic partnerships. This dynamic was crystallized during the recent Algerian-Qatari Business Forum in Doha, outlining an ambitious economic collaboration.

This ambition is already manifesting through substantial investments. Indeed, Qatar confirms its status as a major investor in Algeria, representing “74% of total Arab investments” in the country. This presence, historically rooted through the Algerian Qatari Steel complex in Jijel (a $2 billion project) and the telecom operator Ooredoo (with 13 million subscribers), is set for significant expansion into new sectors.

Retail: Spearheading the New Strategy

It’s in the retail sector where this new ambition truly takes shape. Sheikh Faisal bin Qassim Al-Thani, President of the Qatar Businessmen Association, has shown particular interest in distribution. An ambitious project aims to deploy “500 commercial spaces” across several provinces, promising to create “10,000 direct jobs.” This initiative includes the establishment of hypermarkets, distribution centers, and procurement hubs, signifying a major evolution in Algeria’s commercial landscape.

Strategic Sectoral Diversification

Beyond retail, this new phase of cooperation spans various strategic sectors. In the agri-food sector, the Baladna group is developing an integrated project in the Adrar province, described by the Commerce Minister as an “ambitious project reflecting the solid relations between Algeria and Qatar.” This initiative aims to harness Algerian agricultural potential with cutting-edge technology.

Cooperation prospects also include renewable energy and industry, with ambitious objectives. Minister Zitouni has expressed his intent to “double the volume of commercial exchanges” from the 2023 figure of “$80 million USD.” The showcasing of Algerian products in Doha, involving “over 150 Algerian companies,” highlights this desire to expand commercial exchanges.

Economic Strategy and Challenges

This economic offensive aligns with Algeria’s strategy of diversification, with direct involvement from the highest levels of both states. While Minister Zitouni emphasizes the leadership of President Tebboune and Emir Sheikh Tamim bin Hamad Al Thani, the success of these projects will require the effective removal of bureaucratic hurdles and regulatory stability, which previous reforms have not always secured.
