Advocacy for the Non-extradition of a Uighur Arrested in Morocco

Dilnur Reyhan, president of the Uighur Institute of Europe asks the Moroccan government not to extradite Idris Hasan, a Uighur national arrested at Mohammed V airport in Casablanca and then imprisoned in Tiflet prison for suspicion of belonging to China to a terrorist organization. In this sense, wrote to Chakib Benmoussa, Moroccan ambassador to France, on July 28.

In his correspondence, Dilnur Reyhan asks “the Moroccan government not to extradite the Uighur computer scientist Idris Hasan to China”, 33, detained in Tiflet prison since July 19. When he got off the plane, he was arrested by police at Mohammed V airport in Casablanca. He “was the subject of a red notice issued by Interpol, because of his suspicion of belonging to an organization appearing on the lists of terrorist organizations,” a security source told Hespress.

“In principle, except in exceptional cases, all those arrested in connection with extraditions are imprisoned at the local prison of Tiflet, because it is the closest prison to the Court of Cassation”, explains, Rabii Chekkouri, a lawyer at the Rabat bar. Once this first step has been taken, the file will be sent to the Attorney General near this court, then to the Ministry of Justice. The latter will transmit it through diplomatic channels to the Chinese authorities, Beijing having ratified, at the end of January, a Sino-Moroccan extradition treaty, signed in 2016 and ratified by Moroccan deputies in August 2017.

โ€œThe terrible situation of the Uighur people has been widely documented, attested by both researchers and NGOs, officially qualified as genocide by seven parliaments around the world. About three million Uighurs are detained in concentration camps and prisons because of their ethnicity and religion (Muslim)โ€, also warns Dilnur Reyhan, in his correspondence co-signed by five French deputies from the left-wing.
